Thanks for your replies.
It is one pass, one ticket but the Hull ticket office are applying some leeway/common sense, within reason, due to the fact that there are plenty of tickets to go around.

Is it only lower tier that's available behind the posts? I'm debating whether to hold on incase they decide to open the upper tier up?

I don't think they will open up upper tiers . They will probably just release remaining lower tier blocks |

Yes you can buy tickets for any section from RFL. I got mine yesterday in KB5 literally 5 mins and no probs and even better, no queueing  |
