It's very so for dismissing someone just because they've made a tool of themselves. Bringing murder into the argument ffs Kelly acted a tool it's not a hanging offence.
I'd like to see you successfully dismiss someone for being drunk in their own time and not at the work place and being obnoxious as you will find that is almost impossible no matter what the company policy is on behaviour.

I guess it depends on the context.
Many professions have a nationally agreed professional framework that has to be followed at work and out of work, such as doctors, nurses, police officers, teachers......). Anyone in these professions would certainly be disciplined for the type of behaviour Kelly exhibited and likely be dismissed.

bullshine, no employer can summarily dismiss someone for out of work behaviour, it's called EMPLOYMENT LAW.

That’s strange, because over the last few years I’ve been involved with lots of cases where teachers have been dismissed due to their conduct in their own time. What is more, they have been prohibited from teaching for the same reason.
You can take a look if you want. Many cases of teachers being dismissed for conduct away from the workplace:
