City used to count all their passholders if they attended or not (probably still do..but its always a sell out anyway) maybe we have amended our SMC deal to do the same.

Wrong. That's only City. We have a voucher exchange scheme so can't count passholders who aren't there even if we wanted to.

Because if we announce 10,000 instead 9,000, we have to pay tax for 1,000 tickets that we never actually sold (that is a pretty crude explanation I know because its not taking into account season passes).

Bollox, we pay tax (I assume you mean VAT) based on the VALUE of tickets sold. there is no direct relationship between the announced attendance and the amount of VAT we collect and pay
