Well I wouldn't change my opinion of Watts irrespective of which forum I was posting on so copy and paste works well for me when commenting on exactly the same topic but on different forums

He's got a Grade C penalty notice because it's a Grade C offence.
He's got the full penalty because of his previous record. If he hadn't got the previous wrap sheet it would have been two.
You don't get graded C for a B offence because of your previous record.
