All UK taxpayers pay for the 'upkeep' of the roads, not just motorised vehicle drivers. 'Road fund license' which I assume you are referring to is a misnomer, it is Vehicle Excise Duty & does NOT directly pay for road maintenance. Funding is from grants from central government & from council tax locally.
Everyone has equal right to use the road whether that be a car, van, bike or horse.
And as a final note from me, if a horse cr'ps on the road, walk around it, simplez

We once went to Wembley on what could best be described a a charabanc, it had no bogs, just a bucket. Not wanting to waste any drinking time in London, we never stopped on the way down. One lad would stand in the open doorway, bucket in hand, while another would hold his waist to prevent him tumbling onto the road. Then one really bright spark had a Baldrick moment. He deduced that the inspection hatch in the middle of the coach floor, would offer direct access to the road beneath. What he forgot was that this was a front-engined, rear wheel drive bus. So he lifted the inspection hatch and poured about 1.5 gallons of , directly onto the propshaft, soaking himself and the back half of the bus in the process.

it is not what I think, what I stated is a fact! look it up for yourself if you are in any doubt. As for your comment re ignorance by cyclists & horse riders, I think you'll find we(cyclingfor me & horse riding for the Mrs.) try to get from A-B as safely as possible and try to avoid the 1-2 ton metal boxes that don't leave us enough space or try bully us out of the way. Ignorance is rarely a factor when cycling/horse riding on the roads, you wouldn't live very long otherwise!
In fact it is quite the opposite, car drivers invariably do not know/remember the rules of the road, are impatient, inconsiderate & on average lack skill, awareness & forward planning ability. Hence why it is a FACT that well over 200,000+ accidents per year are caused by car/van/bus/lorry users in the UK every year!
Around 5,000 cyclists are seriously injured or killed each year by motor vehicles, do you know how many car drivers were killed by cyclists in the same collisions?? Let me put it this way you could count them on one hand (unless you're from the east of the city of course)
Far from me to have a go but it is people like you who spout the 'car/road tax' dribble and think anything that doesn't pay it isn't entitled to be on the road. what about cars that aren't taxed at all???
