That is because they have to issue another book of vouchers. A change of seat is just one printed ticket which slots into the front of your book.
Also duplicate passes have been given free when the old pass has been shown (mangled in washer etc) but if you do not have the old book they cannot issue a new one without charging. If they did you would get people going in saying they lost their pass and then their mates have got a cheap pass for the season. |

I changed the seats for 3 season passes at least 5 times this season, which they did free of charge. Why would they charge for changing for the full season when it is obviously less admin than changing each ticket every week? |
