It's only agains stadium rules to smoke in your seat, it's not against the law. So one solution to this could be designate one section of seats in each stand as a smoking area?

TBF i was in the gents in the west stand as the stewards were nearly turnfing someone out for smoking in the cubicle.

No, it's against the law, the stadium is a designated puiblic place. In fact what we should do one week is have Police handing out fines, that would stop people.

i believe its "enclosed public place" as there is no roof i don't think its law. i just checked up cos i was unsure.
