I have to disagree here. In my opinion Widnes will NEVER get a franchise.
The RFL want to expand the game and as long as Widnes are geographicaly close to Warrington they wont get in , no matter how good their criteria looks.Salford will get the new stadium next year and will become the Manchester team that the RFL want. They will eventually go for a second French team as well.
Plus they will want a team in Scotland pretty soon,and probably another half way down the country[Brum ]
There are only so many places available ,probably a maximum of 16 teams eventually[many years from now ] so I can see a few of the present clubs eventually losing out.

Can't see a SL franchise in Scotland. The Magners League attendances for Edingburgh and Glasgow Warriors in union are dire - often around 2,500. I fail to see rugby league with no history there at all taking off.

as for the changes. I personally would switch Salford for Widnes...as I don't feel Salford offer anything at the moment, without the new ground (and upturn in crowds) they are just struggling along at the foot of the table (watch them beat us tonight now I've written that!!)

Widnes offer better crowds (easily would be around the 6/7k mark) and a good ground. They would also offer some local rivalry to Crusaders.

I think Toulouse are a good long term prospect, but I'd leave them in the championship for another 3 years, until SL is ready to expand to 15/16 teams (probably won't happen until the economy has recovered)
