Kosh posted a pretty good explanation somewhere, but best way to imagine it is two separate lists, some players will occupy a spot on one or other of the lists, some will occupy a spot on both. The max on any one list is 5 players.
Quota/Non Fed - your aussies/kiwis that were trained in the NRL - Fitzgibbon
Quota/Fed - Aussies/Kiwis that were trained over here (rare - Lovegrove is the only one that springs to mind) or were here pre 2008 under a RFL Exemption (Obst)
Non Quota/Non Fed - Tongan/Samoan/EU/sundry other agreements etc that were trained over seas (Sam Moa etc)
Non Quota/Fed - UK born and trained players, or Tongan/Samoan/EU/Etc that were here pre 2008 (ie Manu)
