That's the approximate time it takes for the drug to take effect. It is suggested in certain instances, such as, you are suffering forms of mental health: anxiety, depression, schizophenia et al, the drug has a potent effect the provides ultimate escapism. If you are a more controlled user (if there is such a thing) and you are not "escaping" you are in greater control - hence addiction is completely subjective. Don't quote me though, it's from memory of some very basic training I attended.
