I don't see any of them as legends.
To me a legend is someone who's influence goes above and beyond what happens on the pitch. The only 2 Hull FC legends IMO are Jack Harrison and Johnny Whiteley

Topliss was at Hull 4 years, in that time the team reached 6 finals and won the Challenge Cup.
Peter Sterling was at Hull for 2 years, and in that time the team reached the Challenge Cup Final, only to lose out to Wigan in 1985.

so Sullivan isnt a legend then, or Norton, Drake etc etc on the list of about 50 legends I could think of  ??

Jason Smith is certainly worthy of the same status as these two. If you think Sterlo and Toppo are legends (not saying you do, by the way), then Smith is as well. He might have been unlucky with injuries and, in his first season, wasn't surrounded by quality, but when he was fit he was absolutely amazing.

I think a look in the history books is required here. David Topliss captain from 81 to 85. In that time we won all but the premiership.
Sterlo certainly won at least the Yorkshire cup. Which whilst by today's standard would have ben classed as a minor trophy I am sure. Every cup then was a big deal.
