No it's permanent. As long as Horne stays he will have a chunk not count on the cap. I believe there is a max limit though so you cant benefit massively from having 5 long servants for example. |

it's only 50k and a max of 50% off one player.
But it still means Horne is only taking away50k off the cap( if he's on 100k) |
