No relaxation, they're just stating the bare facts. Anyone who turns up at the UK border without prior permission to enter is assessed and dealt with by individual immigration officers.
They all work to the same guidelines, however... |

The UKBA have just publicly confirmed that as far as they're concerned Bird's situation has not changed just because he now has a job in France. |

It sounds like the UKBA firing a warning shot while being very careful to not appear to be pre-judging an individual case.
The two situations are identical. In both cases you have an individual interpreting the rules according to current guidelines. |
