There's a difference between money not being the primary motivator and it not being a motivator at all. Everyone needs to earn a living after all.
Different people have different motivations. Not everyone is driven by the need to earn as much cash as possible once they are comfortably off. There's no doubt that paying winning money might motivate some players, but for others it might be something less tangible that drives them.

A carrot is a greater carrot than cash!
I think for most sports persons winning is the biggest incentive, that is what drives them. I think the full team are making the effort its just we are lacking quality in key areas. See about 8 other topics for details

And as mentioned if only 2-3 players up the ante so would the rest, it's a natural progression.
If the players around you become more motivated it has that knock on effect.

If winning is the biggest incentive why not offer their services to Saints/Leeds for free??....Both these clubs would find a place for any of our players in the squad for free.

And yet we allegedly have some motivated players at the moment and some not. So maybe that doesn't always work?
I just don't think it's as simple as dangling some extra cash in front of the players as if they were trained monkeys.
