Mainly because horses are predominantly herbivores (wild horses are known to eat dead rabbits and the like if they are low on certain nutrients but that isn't the case with domesticated horses) & their poop is completely harmless & doesn't smell, it consists of digested hay and general horse feed/grains maybe a few horse supplements but again nothing that would make you ill if you accidentally got it in your eyes or mouth unlike carnivore cr@p.
and to be fair horse cr@p is pretty easy to see & not difficult to miss is it

I'm desperately (literally) bemoaning the loss of the Spring Bank/Princes Avenue junction oir. Always a half-way haven when returning from town, even if one did get stumbled over as one squatted just inside the entrance. Well if they won't provide them for women too.... Those Victorians were sooo sexist

As for how it smells when on a road, you'd have to bending down pretty darn close to it to get a sniff of anything. Now mucking out a stable in winter is different as you have the smell of urine, certainly not horse POOP.

You muck out the fields?
Horse Manure DOES smell and DOES contain bacteria that could make you ill if you ingested enough of it.

My daughter's been going to riding classes for around 6 or 7 years, so I've had frequent visits. Granted it's nowhere near as smelly as dog/cat/etc. muck (for some of the reasons you mentioned) but I'd hardly call it odourless.

Still not something you'd want to step in though. And TBF you have to be pretty close to most other kinds of mess for the smell to be really offensive.
