I think the plan is to bring them over at 17/18 - therefore 3 years prior to their 21st.
I think this partnership is fantastic news, but the RFL need to maybe alter the quota rules for teams that are investing in scouting talent in this way. To get this game growing in other countries, then we need to be scouting in those countries, but with the quota rules in place, then it wont be practical.
