| How I understood it was that they're voting on two separate rules.
The first is a marquee player exemption, whereby a maximum of £200k count towards the cap, for one nominated 'marquee' player. As an example, we could sign Greg Inglis  for £500k a year, but only £200k goes onto the cap. This is the Koukash rule. It'll hopefully see a higher calibre of player come to SL, the next tier of quality than that we have at the moment.
Then there's the home grown player rule, whereby one home grown player who has come through the academy I believe is exempt should they be paid £200k+. So, for example, if HTW turns out to be a world beater, we can pay him what he's worth without it having a detrimental effect on the rest of the squad. It only really applies to those top English players who may have their head turned to go elsewhere, like Watkins, Tomkins, Burgess etc. The club gets the benefit from bringing the youth player through.
Both rules only benefit those at full cap, but my opinion on that is, why should SL be held back by the few clubs that can't afford full cap whilst we see some of our best players leave.

I'd prefer, one day, to see players who are developed in your own academy completely exempt.

| You've got to remember that the whole idea of a salary cap was to prevent clubs from overspending.

There should be a few ways of doing this, maybe similar to a No Claims discount on insurance
Youd need to be clear on grey areas like a player who has only done 1 year etc

I thin k this would work and I would actually go with the first bit (providing the club and demonstrate where the money is coming from - might be a joke I know)
I would also then implement the second part in addition to this. Like Hutchie says though, with rules and caveats.

| im trying to recall the exact figures i was told but i believe the average is for every 100 players who play Academy, 13 make it to a SL appearance.
Of them 13, only 6 go on to make 10 appearances or more and only 4 remain at the club over 2 years later.
This is an average accross all English clubs
