Seems to me to be a storm in a teacup in all honesty. No seating arrangements will 'manufacture' an atmosphere. If fans are excited about their team / the game, singing and chanting will create an atmosphere, if they are bored with the entertainment no shuffling of seats will create an atmosphere. Many fans on here have commented how the passion has diluted considerably since hull moved from the boulevard and football fans generally blame all seated stadiums for the lack of atmosphere, thus the attempt by some to have standing areas re-instated.
I reckon most fans (rugby or football) would agree that stadiums which have standing areas create the most noise.

They do, just no one can be bothered to enter into your irrelevant argument. The south stand and both ends of the east stand are unreserved and it makes no difference to the atmosphere where people sit. If the team is playing well the atmosphere will be fine
