Seem good changes to me but does anyone know how reducing the number of sin-binnable offences from 7 to 4 results in less "on report" incidents?

It's as clear as mud.

Maybe what they are implying is that as sin-binning ("temporary dismissal"icon_wink.gif automatically goes "on report", less sin-binnable offences means less "on reports".

It also means that the on field referee has to make desisions at the time of offence. Weather it is a immediate sin bin or on report. (Could lead to more use of the yellow card)

I like the new video ref rules - I think they worked well in the Four Nations.
