I daresay that a small handful of players will be signed from the u-19s again this year, in addition to the retention of Larroyer and other signings. The under-19 derbies were both close games on the score board at least, so hopefully there's 2 or 3 ready to step up.
No club can rely solely on academy products, not many can even rely heavily on them and be successful. Hence the signings of players that could not or can no longer secure a regular spot in the NRL.
As the standard falls a little, perhaps more academy products will be able to reach it. Every cloud.
