The conviction may be clear in terms of using that to refuse on its own, but based on the rap sheet Mrs B put up he could still be refused, because the first visa was refused for a conviction and he has been in trouble with the law since even if not formally convicted of anything.
His "character, conduct and associations" may go against him, precisely because he's a loose cannon when he's had a glass of water and a wine gum. The latest incident just adds to the "bad" character and conduct. Even though it isn't a crime, it does leave a bad taste in the mouth (pun intended).
If he wasn't so high profile and declared all his misdemeanours he wouldn't have a prayer of a visa, and to be fair, why should he? The media are full of how we don't want foreign criminals here and let Carney within a sniff of a pint, he can't control himself. Who's to say he won't do something ten times worse if he's here? Do we want FC involved with that?
