If a club is on a strict budget they can either invest heavily in their youth side or throw money at players from around the globe.
It's no coincidence that the 3 biggest clubs in SL in recent years have excellent academies.

Will be even worse when there's less clubs with more cash and the spectre of relegation

If only the clubs would have done this with the introduction of SL .
