Watch the replay he isnt. Presumably the ref sees it simply as Shaul dropping the ball because he has to protect it??

It's a simple fact:

Charnley knocked the ball out of Shaul's grip towards HIS (Charnley's) opponent's dead ball line. There's your knock on.

O'Loughlin came from an offside position and collected the ball. O'Loughlin was never played on-side. There's your penalty
