Safety of what? If they were so dangerous they wouldn't be sold to kids. They are not a fire hazard. Yes it is banned but why waste time for something so trivial? If a mass of them were lit and it wasn't an isolated issue or it happened at every derby game or every Rovers away game then yes I would agree it would need nipping in the bud. It wasn't and caused no problems unlike the violent scenes from your "fans".
Now that needs investigating. Whether a steward issue or a fan issue.
