I don't see why this couldn't have been asked in the other thread?
I don't see how having another pair of touch judges that do virtually nothing would make a significant difference. All they'd do is steal a wage.
Best way would be for a video ref to have a program that can read the velocity of the player as he passes, and then work out how far forward the ball has gone after the pass. I know there are tons of other factors like the wind and the video footage not giving a 100% clear determination of where the ball is, but surely it's better to be 80% accurate than just ignore it?
