Your solution is a posibility and certainly worth a discussion, if only someone hadn't locked a door that needed to be opened.
If gifting is on the agenda, then yes it could be the crux, as it isn't....

He is after all, asking the council to give him something on the basis that he will follow up. There appears to be no commitment or plans from him to actually do so.
Unless I'm wrong, and it does happen, the council have also seen no evidence of any funds other than what Allam has "told" them, via the HDM mostly, it seems.
As a proud citizen of Hull, you should be a little relieved that the council appear to be acting reasonably diligently in their rejection of the "plans".

As it stands, he's not asking the Council to give him something. He's proposed a joint venture, one possible option within it has a suggestion for how the Council could pay for its share. Another would be for the Allams to buy the stadium complex (at what seems an inflated price) and the council to use that money to buy a share.
If you went to the Council with a £150 million scheme, I'd expect them to listen and to weigh up the options, but if you think these sort of schemes start of with anything other than broad generic values based on previous builds, there's little wonder you're confused.
As for being diligent, not even listening properly and discussing the options on an area that's going to need funding is far from that.

One elected member of the Council has made the unilateral decision that the land's not for sale, which is surprising as his own leader had previously suggested a discussion to hear the options and a referendum. As it stands, no offers of any kind either of gifts or purchases have been made, merely a broad outline of a proposed concept.

| Are a few squash courts, a gym, Hull City's new training facilities, a Burger King and a whole load of commercial buildings standing empty 'cos nobody want to rent them a conceivable income generator to maintain a council chuck-away of 40 Mill and a mortgage of another 80 Mill?
I suggest Assem waits until all the commercial lets in the much more asthetically appealing Humber Quays complex are rented and Albert Ave swimming pool, Costello, and the Pearson Park bowling green are buzzing to the extent that further investment is necessary. He may gain a bit of credibility to his argument that the lack of a few sporting and commercial facilities are all that are "holding the city back".
Face it, a housing and minor commercial development is hiding behind the smokescreen here.

You're not thinking of the kids. The huge Tescos on West Park will see the number of Asbos in the city drop by 80%. Honestly, woman, don't you listen?

| What's with the mans obsession with Squash Courts. Always had this down as a sport which would probably not be played by street corner hoodies. Is there some sort of underground squash movement going on that we're not aware of. Hmmm, maybe Allam is more 'down wid it' then we give him credit for
