On the RFL's site (licensing FAQs):
"New stadiums or redevelopments of existing stadiums will only be taken into account if the RFL is satisfied that the stadium will be open or the redevelopment finished by the start of the 2012 season."
Considering the applications need to be in by April, you'd imagine clubs need to be well underway with whatever building/redevelopments they promise in the document. Seeing that loads of clubs promised major developments in the April 2008 applications and so far Salford and Saints are the only ones that can demonstrate material progress, the RFL can probably take a stronger stance this time with Widnes ready to be promoted.
