They can't actually do that as it would be illegal........
IF

they announce a price freeze then the price must be the same as last year but at 15%vat, either that or in January the price will go up by the extra 2.5% which is therefor not a price freeze and is against the law!!
e.g.
My East Stand Reserved ticket was £215 inc vat @ 17.5% (£182.98+vat)
so a price freeze would see it cost £210.43 inc vat @ 15%.
