This again maybe true, but if a form isn't submitted in the first place it can't be counted as it isn't there. I am just of the opinion that these sort of mistakes should not be being made. I'm not one of those calling for anyones head etc, just saying lessons need to be learned so that these sort of issues don't happen again to put the club in the spotlight for others to mock.
