At the time that it came out I read a little on the smoking ban and there is no requirement for the pitch side of stadiums to be no smoking, however of course the owners of a property can choose to make it non-smoking.
It is right that smoking not be allowed in stadiums IMO, as you can basically be trapped for the duration of a match with a smoker and we all know the risks of passive smoking. So stadium management seem to have made a very sensible decision. Also I would imagine that it makes policing no smoking in the concourse easier for the stewards and less confusing for the fans.
