Sort of. Always been a contentious rule and this variant is more subjective than most and is doomed to fail the moment a big team loses a game due to it being applied against them instead of for them.
I actually feel for the ref on this one, why create a rule so open to interpretation as to be ludicrous. The ref in a split second has to decide, are there two or more in the tackle, has the tackle actually been made, was the ball-playing arm touching the floor and if so is that a completed tackle or is it still live.
Stealing the ball as with reefing it in the tackle should be made illegal, if a player loses the ball in the impact that's his fault and a handover should take place. Ball stealing IMHO adds nothing to the spectacle of the game, it's a cheap trick, it's petty and a bit RU for me. Keep it simple, you get tackled, you get up and play the ball.
