I believe Fully’s post has it right and to be honest I have no idea how Galea could’ve been fitted it. He wouldn’t have been able to get an exemption and the non-fed trained space (at the time) was potentially occupied. It has been alluded to on here that he will sign up next season instead so perhaps the club didn’t realise the situation and decided to put off the deal for another year.

If Jeffries were to become a UK citizen, which he was looking into before he left in 2007, there may be a chance that he would become exempt (due to his stay in this country and EU passport status) but I’m not sure if it’s possible for a player to make himself retrospectively exempt.

I think Galea is entilited to a Maltese pasport so would presumably have got a work permit as an EU citizen, moot point really as he`s now signed a deal with Canberra.

I think the local resistance was greater then anything the 20 or so people living near Newmarket could muster, and, as you say, the scale could also have put paid to the development. 50K would’ve put a hell of a lot of strain on the local infrastructure.
