Can you point me to the legislation in America that when a petition hits 100,000 an investigation is required or have you again plucked something without backing it up or researching it? I know in the UK a 100,000 signed petition (which is a much higher percentage than the USA based on your 'assumption', 'imagination' or 'fact' just let me know which one! 100,000 in the UK brings a possible debate to Parliament that's not an investigation by the way its a debate, not sure what you mean in the States that a 100,000 petition would bring an investigation.
