Where ever the team was based it would be seen as another form of that club, alienating supporters from the other club/s. See Huddersfield and Hull for example.

There is also a possibility that if no supporters took to the new club it wouldn't last long enough for the next generation of potential supporters to come through.

Them mergers were never going to work, and I don't think they were intended to either, Huddersfield & Sheffield is a fair distance away from each other and Hull/Gateshead were just called Hull and played in Hull, both mergers were done for the million pound RFL payout to stop Hudds & Hull going bust.
