CONSIDERATION OF APPLICATION AT PLANNING AND HIGHWAYS COMMITTEE
LOCATION: PROPOSAL:
Belle Vue Stadium, Doncaster Road, Wakefield, WF1 5EY
Redevelopment of existing stadium comprising: demolition of existing east stand and replacement with 2-storey stand with 2,507 seated capacity and associated facilities, internal refurbishment of the Rollin Shack to provide additional facilities including gym, surfacing of car park, provision of fan zone, resurfacing of the pitch, upgrade to the existing floodlights, permanent electronic display screen and re-surfacing of existing north stand.
I am writing to advise you that the above planning application will be considered at the Planning and Highways Committee on 16th December 2021 commencing at 10am at the County Hall, Bond St, Wakefield, WF1 2QW
Members of the public and applicants (or their agents), are able to speak at Planning and Highways Committee Meetings. Normally one person representing objectors will be allowed to speak for three minutes. The applicant, agent, or one person supporting the application, will also be able to speak for three minutes, and an elected councillor for the applicable ward area. The time limits and number of individuals allowed to speak will be varied only in exceptional circumstances, at the discretion of the Chair. Please note that, in the case of petitions, the petition organiser (if known) or the first petition signatory will be notified by this letter and not those people signing the petition.
Due to the need to maintain social distancing and the restricted space available in the Council Chamber, there is only limited space to allow the registered participants (speakers), the public and a press officer to physically attend the meeting as well as the Councillors and supporting Council Officers.
Therefore if you are not registered to take an active part in the meeting then you should view the meeting online using the link provided overleaf, as it is highly unlikely that you will be allowed to enter the room to observe the meeting in person. If you do wish to physically attend to watch the meeting, you should contact a member of our support team on 07341 788229 or reply to this email; however, as stated above, there is only limited space for the public, and this will be allocated on a first come first serve basis.
The meeting will be broadcast live on the internet. A link to the meetings stream will be available on the meeting agenda and through the Council’s website;

The. Rollin shack will be renamed as Community Hub and the legal requirements between Trinity and Council are showing on the application documents. The application plans shows the current concert room as a gymnasium however, I believe the gym is now on hold subject to funding streams. The new application still shows details for the cafe Which is the smaller room. I would imagine the community hub cafe, has to be open when members of the community are using the other facilities within the Hub, but that won’t be available for some time yet.

This I fear is it.
Note, it may not go through first time on minor issues. Not ideal but only a small delay.
Plot 8 is more of a worry as it’s both or nothing.

Trinity still requires the Stadium plans to pass looking at this paragraph from recent documents, it seems the council still paying £2 million, don’t know where the other £8.3 million comes from though if plot 8 application fails. As you say plot 8 is the golden key.
The applicant for planning application ref. 20/02249/FUL proposes to make an £8.8 million contribution towards the delivery of the stadium improvement works which are the subject of this report. The applicant argues that this contribution, in combination with a £2m allocation from the WMDC Sports Resilience Fund, would facilitate the delivery of the stadium improvement works (which Spirit of 1873 estimate will cost £10.8m). The applicant argues that the stadium improvement works would result in significant public benefits associated with providing suitable standard accommodation for Wakefield Trinity R.L.F.C and the utilisation of the enhanced facilities by community groups.
A set of Planning Obligations are proposed to be included within a legal agreement Under Section 106 of the Act which would be signed by both Spirit of 1873 (The Club) and Newmarket Lane Ltd and would require the £8.8m contribution to be made within 1 week of the approval of a Delivery Plan for the stadium improvement project. A further (negatively framed) planning obligation would bar Newmarket Lane Ltd from commencing the warehouse development until both the approval of the Delivery Plan and the payment of the contribution.
However, if the planning application for the stadium improvement works which is the subject of this report (application ref. 20/02587/FUL) is approved, the resultant planning permission would be a self-contained consent for the carrying out of the improvement works and the planning consent would not control the source of funding for the scheme. Any consent for the stadium improvement works would stand irrespective of whether the application for the warehouse development is approved or refused. Therefore, the information set out above should be treated as contextual information only which is not material to the determination of the stadium improvement works application, which should be considered upon its merits alone.

Are you referring to the Artwork on the outside of the current East Stand? JM said at the Friday lunch, when building work starts, it’s likely that a full pitch length tall fence will run down that side, hopefully to provide temporary advertising space, perhaps some of the Artwork could go on the fence, how good would that look, so much History there.

| What art work, the East Stand has sponsors boards but no club stuff. The art work in Rollin Shack I'm not sure it would stand up to being outside but I'm sure that it will be put to good use

There was a number of large paintings of past Trinity greats players, situated along the back of the East stand, I believe they were painted by the same chap who produced the graphics for a recent Commercial shown on iTV

I might have done the Luppos Rule one if it's still there. It was part of a triptych, the others being on Snapethorpe Hospital wall and the chippy at the end of Broadway.
