No, she's deputy leader of WMDC - her loyalties should lay with the whole of the district - your comment sums up totally what is wrong with WMDC.

But primarily she's an elected councillor of Castleford Central and Glasshoughton. Her role and responsibility is to represent her local area, so she's going to talk about the area she serves and the people she is representing. She wouldn't be Deputy Leader without being elected first and foremost.
Just like the councillors elected to represent areas of Wakefield will surely be talking about their respective areas too.

Not then you enter the Cabinet no, you've negated that privilege. Yes you represent them as obliged but your first priority must be the borough as a whole otherwise it's divisive as is now the case.
Would you expect the PM to put her constituents ahead of the countries needs (as she see's them) as a whole?

If the PM shafted over their constituents or was negligent then they would find the embarrassment of getting voted out in the next election locally, which would make their position untenable.
If you want completely neutral people then everyone standing for election needs to be independent of any local interests.
