No idea, that's why i asked the question. Usually no one pays lots of money up front for something they might not even be able to have. I would have thought, a little sketch showing some ideas would be drawn, then outline planning permission accepted on some of those ideas. Next is the detailed design including everything, which is then scrutinised before finally getting the nod from the council.

But you're saying the council have guaranteed a loan to pay for detailed planning permission? So the council must be confident that Newmarket is going to go ahead, otherwise they wouldn't guarantee a loan surely? So no worries for Wakefield from this comment then?

What else would cost £150K and be used to pay for something called a design fee? It certainly wouldn't be for just the outline drawings. Anyhow it matters little if you don't believe me.
