No, not really, not compared to what I have seen in the past. Remember these are recommendations only by people who are paid to make them on certain issues, for there own sakes they have to dot every I and cross every T, Most will be ignored or watered down in consultation. It's like every transaction, you go in hard and then you negotiate to a compromise.
I can't see any recommendations there that would stop the stadium in its tracks.

| Knowing how the public sector works, it is all about showing that they have considered all the relevant policies. If anyone sought to have any planning decision overturned, it prospects of success would depend on whether they have properly taken into account this aspect or that aspect.
Concerns have been raised by people whose job it is to raise them. And to be fair to residents, it is true that a fan zone will probably increase noise outside the ground compared to how it was before. But for the decision to be ratified properly, they have to show that they have taken all relevant objections into account before reaching their decision, balancing each accordingly and mitigating where feasible.
As for the car issue, I assume there is a new target for vehicle use. Someone ought to point out that the original plan was for an out-of-town stadium, where nearly everyone would travel by car.

I assume you’re joking otherwise that’s a touch extreme might have been the case once but I don’t think it’s a major issue now.
There is plenty that could scupper this latest effort but I don’t reckon the Cas issue is a major worry. Truth is I don’t think Cas have faired all that well either. Why every other Council seems to be able to make these developments happen and we can’t is a mystery.
