It may lead to pressure for that but:-

8.13 It should be noted that Leeds City Council itself promoted significant employment
development around J30 M62 in early versions of the Leeds Unitary Development
Plan in 1992 and 1993. However, Leeds City Council ultimately accepted the UDP
Inspector’s recommendation that this was an inappropriate location for employment development.

As I've said before I aim to lodge my complaint re: the Leeds Arena and will do my damndest to raise concerns over traffic jams at M1 Jns 39, 40 & 41 every time an event is held at then arena should it ever get built.

The LCC is raising this issue to "test the water" so to speak over the possibility of developing their side too.
Especially with the recent investment to the M62 if we are successful the LCC will be able to push for parity on their side.

But as I've stated before i think the con-dem's will be more willing to listen to a fellow Tory council who are proposing economic developments that align with those of Westminster over a Labour council that sought to stick the knife into the back of government and their economic policies at the earliest available opportunity (re: Mr Wakefield and his claims of LCC ruin 23/10/10).
