They're used a lot as spaces for fences or railings, so the concrete can be pourer and the barrier installed at a later date.
They could also be where the LED boards will be fixed in.

I’d be surprised if the concrete were poured, I’d expect it to be pre-cast, but there may be a technical reason for doing it that way.

The terracing is precast, the base/foundation will be insitu. You can see the steel mesh reinforcement at the bottom of the excavation by the side of the vertical twin wall pipes.

A Cas fan on Facebook is adamant the WMDC loaned us £9M to build the East stand as Yorkcourt didn’t stump up the finance, he then suggested that Matt Ellis paid this loan off when buying the club. I don’t know how to do it but he says it’s all in the clubs accounts and in the public domain for all to see. Sounds like bo110x to me.
