| I would like to know @ what stage if the council says it's their money is there a time limit ie, 3 or 5 yrs or
10 yrs.
What puzzles me is that 106 agreement was given by the vendor of York court to provide a ground etc to wakey T, & not to the council coffers for them to generally fill their coffers & distribute as owners of that money, yes legally they operate the 106 etc.
Further more, lot all the other 106 agreements for all specified things like roads, buildings & any other property, does that mean they monitor their money to those schemes & own them & control their value & use as they see fit, at what stage does control & ownership cease ?

Their job is to ensure the money collected from developers is used for the purpose it was intended, in this case funding for new facilities. It is not their money or investment.
The real story is why so much of these S106 payments has not been allocated for the purpose it was asked for?!

It's Stuart Heptinstall fwiw, born on Portobello moved onto Eastmoor when he was about 4 year old, lived on park Lodge till he married a Stanley lass one of the rugby playing family the Lindley's,
Well known around Stanley, Stuart was well known Wakey councilor and deputy chairman and did his fair share trying to get trinity the new ground at Moorehouse.

It was definitely Steve, Stuart is Steves dad and I'm pretty sure Stuart worked for NCB his whole career, not aware Stuart ever did any sport reporting - unless it was on the darts & dominoes in Primrose Hill WMC.

Yes ,definitley was Steve, Stuart, his dad was a good mate of mine growing up on Eastmoor in the '50s and '60s. he lived a few doors up from me on Park Lodge Lane at the Parkhill pit end of Park Lodge Lane.
He worked at the colliery as an electrician if i remember correctly. He has been a councillor for years and years for the Eastmoor area and was Mayor of Wakefield a few years ago.
