Its not the Local Development Framework (LDF) its the new National Planning Policy Framework which only came in on March 27th 2012.
All the SoS is doing is making sure that anyone who wishes to comment on the application in relation to the New Planning Policy Framework has an opportunity to do so. If he didn't there may be some who claim he has not followed procedures and as I understand it they could call for a Judicial Revue. You cannot appeal against the decision of the SoS but if its believed he has not followed the correct procedures then a Judicial Review could be called and if its held that procedures have not been followed the whole process may have to start all over again with an even longer delay.
This delay is nothing but that, a delay of 20 days. No reason for anyone to smell a rat or anything. Correct procedures are being followed to ensure that the decision cannot be challenged which will be helpful to us.
All it means is that TRB will have to put his clock back 20 days, nothing more.

20 days is nothing when compared to how long we have been waiting! Besides I'm still enjoying the new look and facilities of Belle Vue (a welcome distraction sometimes to what's on the pitch!))

I know, it's the simplified 50 odd page new development friendly planning policy, that has now put back a no brainer decision by three more weeks!!
That's the frustration!!!

| No reason to feel disheartened by this - it doesn't allow any new objections to be lodged.
My take on this is that it will be approved and Mr Pickles will want his decision to bear scrutiny, so he's ensuring that the process has been followed to the letter, taking account of the new planning legislation, which is after all more development friendly than previously.
Keep calm and carry on!

| It is frustrating but equally it is once again actually yet another positive sign in terms of a potential successful outcome, so a 20 day delay to the 19th June (but again, on or before the 19th June) is worth it!
The SoS office has written to the people/groups who spoke at the inquiry and given us the opportunity to make a further written representation in light of the new National Planning Policy Framework, which came into force on the 27th March. As I posted and the media reported, the new 50 page framework is significantly more pro-development than the old 1000 page document that it replaced. As such, this document supports the development much more than the old document did and although it does have some things I am sure the objectors will point and cling to as being clear indicators of why it should still be turned down, there are many more new points that outweigh these quite significantly.
Also, I am little suspicious (but pleased, if true) that the SoS office has seen and grasped an opportunity to once again slightly delay the PI outcome announcement so that the LDF outcome will be published before the PI decision!!! They surely know that it looks highly likely the LDF inspector is going to agree that Newmarket indeed is (and always was) the best site available to meet the plan for the required B8 development on the M62 and that as there was no significant objection to the Stadium, they want to put themselves in the strongest possible position to pass the site. The final LDF report should be in the public domain before the 19th June and it therefore makes the decision to pass the PI both very easy and in light of the LDF, very uncontroversial!
So, just a few more days to wait but genuinely, I think it is going to worth the wait!

I think this is spot on! I think this delay is all about a clear and transparent justification of a positive outcome and not about delaying a negative decision!
If Eric Pickles office was going to turn this down... I think they would have done it weeks ago!!!

| i was thinking about having a bit of a panic but i will hold off a little longer.
i just hope that this does not delay the whole start on site significantly - we are still working to a deadline set by superleague!!
- and if a previous poster was correct, and we are waiting for pickles to finish his dinner it will be later than the 19th June!!! even abu hanza (sp) might be deported before this gets passed

I think this is 100% correct, far easier to have published a negative decision than a positive one as the objectors will be happy and the supporters would quietly sulk in the corner, if/when the positive decision is made, the objectors will not sulk quietly off they will still rant and clutch at straws, the SoS needs to remove the straws before the announcement

| As I said last week, my feelings on the outcome shift momentarily. It's the current government that scare me, they seem to be able to produce an impeccable form of incompetence.
From pensions to granny taxes to deporting innocent citizens/retaining dangerous foreign nationals- you name it, they've messed it up!
Worst part is as an ex libdem voter I feel more disenfranchised than most.

I think it will be passed myself but there are 2 ways to look at it.

Didn't see it quite that way, but to play the same card - if the case is watertight, you don't need to wait for anything. The new legislation would surely put pay to any lingering arguments.
HOWEVER, as Sandal Cat has stated, it's not really about that, it's about closing any legal loopholes that may exist between the new legislation coming into effect and the propositions that were put forward prior to this.
For the sake of 20 days, I'd be prepared to wait.
