yes they are and after having a chat with the engineer he's done quite a few that have failed even modern ones, can't repeat the clubs names as I don't have any proof and that wouldn't be right but it would raise your eye brows some he did mention

It's not the folk leaning against the barrier that is the issue. The whole area behind the barrier is given a spectator limit given the barriers ability to cope with a surge. If the concrete shows signs of cracking at half pressure it means that the capacity for spectators in that vicinity is reduced by half. Thus the whole capacity of the stadium is reduced by half as this is replicated for each barrier. The thing I find odd is the only surge I've ever seen at BV is for the exits on the back of a bad loss. Maybe we need to reinforce these exits.
