He is indeed, to the letter of the law then its an improper restart, if we go down that line then we'd be pulling everything, surely a little latitude is called for now and again, players are never always 10, onside at kicks offs, laying on in the tackle.

We'd be blowing up every 30 seconds if they applied every law/rule to the letter.
