Minns has had some bad injuries over the years though, and he didn't play for three years following his drugs ban and then breaking his foot twice, and he's also had other personal issues that have been well documented.
He was going ok for Fev, though nota guaranteed starter, when he broke his leg in July.
I don't think he's selling himself at all short going to Newcastle, who are now full time, and it wouldn't surprise me if Fev had decided against offering him a new contract anyway, or at least not one to compare with what Newcastle might have offered, given his injuries. He's a similar story to Brad Day who has also gone to Newcastlle after being plagued by injuries over the last couple of years.
Also worth remembering re the comments about Newcastle "punching above their weight" that they have the finances to go full-time and have made some eyecatching signings, such as Akuma Ta'ai this year and then Alex Foster from Cas for next year
