Whilst the overall purpose of the development site will not change with the redevelopment there are some areas of concern in respect of noise likely to adversely affect nearby residential occupiers.
I note that the plans show a fans zone located to the outside area of the east stand just behind the nearest residential properties on Doncaster Road. I have been unable to find any further information in the application about the intended use of this area and activities associated with the fans zone. However my understanding is that at many stadiums these areas are used as a gathering area prior to and during matches for fans to social, often drinking and/or with entertainments. Sometimes these fan zones are have facilities for fans without tickets to watch the matches via video screens. The type of activities which may take place have the potential to significantly adversely affect the residential occupiers due to noise. Noise source would include people noise: singing, shouting and amplified sound from video screenings and/or amplified music.
Whilst there is no specific information concerning this proposed fans zone I consider that noise just from the concentrated gathering of fans this area will result in unacceptable impact on the residents. Given the likely nature of the noise and the very close proximity to the residents I do not consider the problem could be reasonably resolved by mitigation at the boundary. I would strongly recommend that that the applicants reconsider the proposal for a fans zone. If this facility is necessary if should be more suitably relocated and proposals for noise mitigation provided.
The use of the exiting public address/sound amplification system at the stadium has been source of complaint to this service in the past. Can the applicants advise if the existing equipment is to be replaced or updated s part of the development.
Should the development be recommended for approval then conditions will be needed to ensure that residents are suitably protected from noise, odour and artificial lighting from activities at the site and noise and dust from demolition and construction. However before I provide any overall recommendation the issue of the fans zone needs resolving.
I doubt very much a video screen is provided for those fans without tickets to watch the game.
The Belle Vue Stadium has been there for nearly 150 years. Every person living on Doncaster road, knew the stadium was there before they bought their property. It’s like someone buying a house near a Church, built 200 years ago, then complaining about bells ringing.
