Jowitt is the better FB imho especially in attack where he creates far more, but all the same, Hampshire has made a chuffing good fist of it! I prefer Hampshire at HB tbh, however, he has one flaw in his game, he needs to learn that when playing at HB he doesn't have to attempt to win the game with every move in every set. Anyone can see that as an individual he's a fast skilful player but to me, he's yet to become a true provider.
Whether he'd still be better at it than the current incumbents is totally subjective but I didn't think we looked any worse with him and Reynolds at 6 and 7 than we do now and there is definitely more future potential in that line-up.
