Depends whether or not the access road/Newcold is consideraed an effective start on the development.

I would say from a recent development that affected me that it would Khlav.
In my case they waited until 3 weeks before the pp ran out and just laid a short section of sewerage pipe.
Gives them another 5 years.

No, the access road was on the Newcold permission as well, because they slightly amended it's line from the outline. Plus, they haven't made a start on any of the reserved matters applications anyway, the only one of which that has passed reserved matters is the stadium and they have not started on it... as we know!!!
