I don't know the full picture and you seem to be indicating that things were far worse than many believed.
However while ever things are seen to be bad it will make it much harder for you to turn things around. The quicker you can tell everyone you've reached the 'starting line 'and the only way is now forwards the much easier things will become. However I am sure there are quite a few positives that you could shout loud from the rooftops and once you start to do that the starting line will become much closer.
