I agree completely, unfortunately you're right on the delays.
I don't think the final designs are set in stone though, there's definitely scope for some small change. Designs usually change due to structural issues anyway, as long as none of them affect the impact the stadium has on the local area then planning permission wouldn't/shouldn't be affected, i.e. swapping a seated stand for a terrace wouldn't be a problem as long as it didn't increase the grounds capacity and therefore strain on the local infrastructure.
